Separate serial killers. But what happens when a serial killer begins to murder the serial killers? Should the police pursue someone who is ridding the city of murdering menaces and clearing cases they can`t? When private detectives Sam Burke and Twitch Williams try to solve a missing person case, their investigation leads them to an empty casket buried under a Jane Doe marker in the city cemetery. With their missing persona still missing, they discover an unreported car/pedestrian accident involving a New York City Police Department squad car. Their investigation leads them to a ring of corrupt cops and paramedics. Inexplicably, Internal Affairs warns them off the case. Is there a connection between the serial killer case and the missing person case?
